Problem
Starting IBM Netcool OMNIbus Administrator interface on Unix shows the session had access problem to the system preference lock file.
Symptom
Log shows the following error:
Exception in thread "Timer-0" java.lang.SecurityException: Could not lock System prefs. Lock file access denied.
