N33) Connection Failed error when trying to connect to Cognos XCelerator.

Troubleshooting


Problem

When trying to connect from a client  machine with XCelerator installed, the user receives a "N33) Connection Failed" error message. In the normal case XCelerator should display the web server login form to enter the Cognos Express credentials as shown on the attached screen.
