MSSQL Server issue when browser language is set to Russian

Troubleshooting

Problem

If you are using MSSQL Server with Maximo and you are logging from a browser that has Russian as primary language there might be some unexpected results - like all YORN fields are incorrectly set - they are set to 1 when they should be 0 and vice versa. This can cause several issues - for instance all work orders will be created with history flag set to 1 which makes it impossible to modify them.
