Problem
Installation of the Tivoli Workload Scheduler (TWS) v8.5.1 Fix Pack 02 (FP02) shifts the ownership of some templ files to the root user which can cause an access issue if the umask setting is too restrictive.
Symptom
After running 'conman startmon', the monman process fails to start or goes to a defunct state and does not function.
