Missing 'HTTP Redirect' option/icon when configuring IIS

Problem

I.T. administrator is trying to reconfigure IIS website, to enable the HTTP Redirect feature. * For example, they are trying to configure the 'controller' virtual directory redirect, as mentioned in separate IBM Technotes #1570373 & 1474427. However, the icon "HTTP Redirect" is missing.

Symptom

Missing option "HTTP Redirect" when click on relevant virtual directory (for example "controller"):
