Question
I tried unsuccessful to install the "Eclipse Docker Tooling for Neon" into "IBM CICS Explorer V5.4" due to the missing dependency below.
.
I started by installing the "Eclipse Marketplace" using the supplied update site "http://public.dhe.ibm.com/ibmdl/export/pub/software/htp/zos/tools/aqua/3.1/" 
then attempted to install the Docker tools 
What am I missing?
