Microsoft Windows FTP client in Windows 2016 and later causes "501 Syntax error in parameters or arguments"

Problem

In Windows 2016 and later, when a user executes the FTP client to connect to B2B Integrator's FTP Server Adapter, an error is seen:
501 Syntax error in parameters or arguments
The user sees the following:

220 Server ready for new user.

501 Syntax error in parameters or arguments.

User (and then the host name follows).

This works if the Windows 2012 client is used.

Symptom

The FTP client user sees this error:
501 Syntax error in parameters or arguments.
Lines such as these are seen in the ftp.log if it is in full debug mode:
