Problem
Low semaphore array limit on compute host may fail SIM when the common data optimization feature is enabled.
Symptom
Some compute hosts would be blocked and the error 'SIM_CDO_LOCK_ERROR' can be seen in both the SSM log and the SIM logs.
This error usually happens when the maximum semaphore array limit is reached. As the result, when new SIM process is started with the common data optimization feature enabled, there is no semaphore array available for the SIM to use.
