LDAP instance at Windows doesn't start properly after operating system reboot

Problem

If the LDAP server service is set to "Automatic" start, then it can happen, that the LDAP server instance is starting in config mode only, or it is not started properly and doesn't accept connections. This problem happens after an operating system reboot.
After a manual restart of the LDAP server Windows service the LDAP server instance starts properly.

After a Windows operating system reboot, the LDAP server instance is starting in config mode only, or it is not started properly and doesn't accept connections.
