Language specific special characters in IBM Case Manager cause encoding problems in IE 11

Problem

Language specific special characters in IBM Case Manager (ICM) queue names, and the file names of files accessed through an IBM Content Navigator (ICN) plug-in, result in character encoding problems with Internet Explorer 11. The problem occurs with Internet Explorer 11 when accessing work baskets or queues that have special characters, e.g. ä,ö,Ä,Ö,å, in the name. It also affects access to files through an ICN plug-in where the files have special characters in the file name.

Symptom

The queue name, work basket name or file name will be displayed incorrectly. The special characters will often be substituted with a question mark, or some other symbol. A message such as this one might be displayed or logged:

The queue name ???????? is not valid in this session
