Known Issue: In command line mode, the test function does not work when verifying the connection to an Oracle 21c database

Problem

Using the following command fails when testing the connection to an Oracle 21c database:

configmgr_cl test -task configurejdbcgcd/configurejdbcos -profile <profileName>

Symptom

When configuring Content Platform Engine before creating any data sources, the recommended prerequisite task is to test the connection to the database by using the following command:

configmgr_cl test -task configurejdbcgcd/configurejdbcos -profile <profileName>

When using the command line to configure the Content Platform Engine with an Oracle 21c database, the test command fails with the following error:

DSRA8040I: Failed to connect to the DataSource null. Encountered java.sql.SQLException: Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor
DSRA0010E: SQL State = 66000, Error Code = 12,505.

The same issue does not occur when testing the connection to an Oracle 21c database with the Configuration Manager User Interface (CMUI).
