ISVA Registry Direct Java API fails to communicate with LDAP server

Troubleshooting


Problem

I configured the ISVA Java runtime with the Registry Direct API enabled. I successfully configured SvrSslCfg command and use Administration API. However, when I tried to use Registry Direct API, I got the following error.
com.tivoli.pd.rgy.exception.ServerDownRgyException: HPDAA0278E   None of the configured LDAP servers of the appropriate type for the operation can be contacted.:
com.tivoli.pd.rgy.ldap.LdapRgyHandleMgr.getBestServerWithRecovery(LdapRgyHandleMgr.java:700);
com.tivoli.pd.rgy.ldap.LdapRgyHandleMgr.setupHandle(LdapRgyHandleMgr.java:739);

By the network trace analysis, TLS negotiation was terminated by the client side with following alert.
    Alert (Level: Fatal, Description: Certificate Unknown)
