Problem

IBM iSeries NetServer fails to start with message CPIB683 RC5 RC3409 when the interface is not active.

Resolving The Problem

IBM i NetServer fails to start with message CPIB683 RC5 RC3409. The QZLSSERVER job starts, and NetServer shows as started in System i Navigator, but no CPIB680 - IBM i Support for Windows Network Neighborhood (IBM i NetServer) xxxxxxxxx initialization complete message is issued to the QSYSOPR message queue. After approximately 5 minutes, a CPIB683 - IBM i Support for Windows Network Neighborhood (IBM i NetServer) was unable to start RC5 RC3409 message is issued. An IPL of the system will not correct the problem.

This error can occur if the TCP/IP interface that NetServer tries to start on is not active. The TCP/IP host name search priority should be set to *LOCAL, and the local host table should include the active interface TCP/IP Address with a host name that is the same as the IBM i NetServer name, as well as host names that are the same as the system short name (host name) and system long name (host name plus domain name). Adding the host table entry will correct the problem. Alternatively, the correct information can be configured on the DNS server used by the IBM System i products.
