"Invalid URI: The URI is empty" error trying to logon - instantly cured/solved by running IISRESET

Problem

The Controller system has been working OK for a long time. Suddenly, all new users get "Invalid URI: The URI is empty" error trying to logon.

In some situations, existing users (in the system) are unaffected - they can still use Controller.

Symptom

The error may vary slightly, depending on environment/scenario.
