'Invalid Login Response' when logging into Cognos

Troubleshooting


Problem

When attempting to log in to Cognos, receive error:
"Invalid Login Response"

Symptom

Browser Network Debug trace shows:
bi/v1/login - response: 
HTTP 403 - forbidden
Cognosserver.log shows:
XSRF-Token does not exist for method POST
