Intermittent handshake Failure going to 1 remote TP using AS2 - HTTP SSL Client

Troubleshooting

Problem

Migrated from GIS 4.3 to SI 5.1 and started experiencing SSL connection - Handshake failures while sending documents over AS2-SSL to remote HTTPS server. If they reprocess the same document from GIS 4.3, it is transmitted successfully.

Symptom

In the Packet trace (bad session), the SI HTTPS Client initiates the handshake with a Client Hello at Version TLS 1.0 and a Session ID is specified meaning Session Resumption is used here.
In Packet 7, the remote TP server sends a packet containing the Server Hello, Cert and
Server Hello Done, using SSLV3. In Packet 9, the SI Client sends the below error to the server:
ALERT
Severity Level: FATAL
Alert Type: 70
