Problem
The Interchange/Header envelope segment (711 segment) for VDA 4913 does not create a Date/Time field.
Symptom
When generating the Interchange/Header envelope segment (711 segment) for VDA 4913 and using the BLDIVDA.MAP, the Date/Time field is not outputted.
