Installing a FIPS agent results in "java.lang.RuntimeException: OpenJCEPlusFIPS.FIPS140-3-Weakly-Enforced is not present in the java.security file"

Problem

When installing a FIPS agent using IBM Semeru, you receive an error:
$ ./install.agent.sh –fips.semeru
