Problem
Installation Manager version 1.3 is unable to update IBM Rational Application Developer for WebSphere Software verison 7.0 to 7.0.0.8 due to error, "There is a WebSphere Application Server running. You can not continue until the server is stopped", when server is actually in Stopped state.
