IEC150I 913-38 and DFHAP0001 abend 913 in DFHFCN when opening CICS file

Problem

You receive an abend 913 (abend913) and message IEC150I 913-38 when trying to open a file that CICS does not have the correct RACF authority to access. When trying to open a second file that CICS does not have RACF access to, you receive message IEC161I 040 (056,006,IGG0CLFT) with no abend. You would like to know why the abend occurs when opening the first file.

Symptom

In both instances, you receive the following RACF message:
ICH408I reports ACCESS INTENT(UPDATE ) ACCESS ALLOWED(READ ).

When you receive message IEC150I 913-38, you also receive CICS message:
DFHAP0001 An abend (code 913/AKEB) has occurred at offset X'00002F82' in module DFHFCN.

Note that the offset might vary from 2F82.

Cause

The message returned for files that are RACF protected but not authorized correctly is dependent on the type of file being opened. A VSAM file will cause an IEC161I 040 (password could not be validated ...) message. Whereas, a non-vsam file will cause an abend 913 and message IEC150I 913 38. In this case, the file being opened was an IAM file that uses BDAM, not VSAM.

Resolving The Problem
