The IBM WCM and Portal Connector available for use with Watson Explorer Foundational Components Engine versions 11.0.0.3 and higher does not support continuous update.

This newer WCM connector added support for WCM versions 8.0.x and 8.5.x and includes distinct seed configurations for WCM seedlist and WCM Portal seedlists. The documentation for this connector indicates that the Portal v8.5 seedlist does not support continuous update, but this is incomplete as the connector does not support continuous update for v8.0.x and v8.5 WCM seedlist or WCM Portal seedlists.

Continuous update is slated to be added in a future version of the connector.
