IBM Information Server Manager launch failure

Troubleshooting


Problem

When you try to start the IBM Information Server Manager, the application does not open. The splash screen can be displayed momentarily, but then nothing happens. The problem occurs with all users (both non-Administrator and Administrator users) trying to start the IBM Information Server Manager.

Symptom

When a "normal" (non-admin) user invokes the IIS Manager for the first time ever after installation, it is no longer executable anymore, if Administrator user logs in first, everything seems to work fine.
This issue did not occur in IIS versions older than 9.1.

There is no error/warning message in the Windows Event Viewer at the time of this IIS Manager launch failure. The only log files are generated by Eclipse framework.
