IBM Developer for z/OS with ACF2 Fails with ISPRC = 940 attempting to use ISPF Gateway functions

Problem

IBM Developer for z/OS (IDz) with ACF2 results in the error ISPZ0007 ISPF service has ended abnormally when attempting to use ISPF gateway functions

Symptom

When IDz uses an ISPF gateway function, such as starting a UNIX shell, and it fails, check the user log, /var/zexpl/logs/USERID/rsecomm.log, for the following errors:

MSG: ISPZ0007 ISPF or SCLM service has ended abnormally
MSG: ISPZ0008 Review Log for error details
</ISPINFO>

The following errors may be seen in the ISPF timeout log, found in the directory, /var/zexpl/WORKAREA/userid.TIMEOUT.ISPF.SYSTSPRT:
 
IKJ56500I COMMAND ISPZCMD NOT FOUND
ISPD123 Invalid command
Command 'ISPZCMD' not found or contains invalid syntax


Cause

The ACF2 TSO command list user exit did not contain the ISPF Gateway modules.
ACF2 has an option called TSO Command List, which is a user exit that specifies which commands can be issued by a TSO user. 
This exit can be set on a per-user basis.

Diagnosing The Problem

Displaying the userid's TSO segment in ACF2 will show the TSOCMDS(tablename).

Resolving The Problem

Add the following ISPF Gateway specific modules to the ACF2 TSO Command list:

ISPZCMD
ISPZCNT
ISPZTMO
ISPZINT
ISPZINO
ISPZTSO
