IBM Cognos Controller Web forms blank only header visible after adding data. "Not a number" seen in the logs

Troubleshooting


Problem

When users update to IBM Cognos Cognos Controller 10.4.2.2 and access IBM Cognos Controller web, they might notice some reports are blank. Particularly, the forms contain data entered (or imported) with decimal values are affected. The values still show in IBM Cognos Controller classic.

Symptom

For example, a report can appear fine in IBM Cognos Controller web when there is no data entered as see here:

Should the user then try to add data with decimal points into this form next time it is opened in IBM Cognos Controller Web only the report header is seen:

The user can then check the logs under the following standard directory if not altered:
C:\Program Files\ibm\cognos\ccr_64\fcmweb\wlp\usr\servers\fcm.web\logs 

At the time of occurrence they will see a message stating:
java.lang.NumberFormatException: Not a number: xxxxxx
