Summary
When a user updates a product from the Develop tab on the UI the product's modified time will update, but the modified time for any referenced API's is not changed.
When a user tries to do the same operation using the toolkit, with the default products retrieved from the toolkit, they observe both the APIs and Product's modified times are updated. Seeing the modified time change for an API, which hasn't been recently changed might cause confusion for users.
