how to trouble-shoot the cluster with the node which is not syced with the primary node

Problem

The situation when the node is not synced properly, the synchronization status is "Not Connected"

Symptom

The logs are located in the support file under below folder in Appliance in the primary and node
/tmp/liberty_dump.zip_unpack/logs/*
5/23/19 14:41:15:049 IST] 000010f0 com.ibm.identity.utils.IdentityLogger                        E Post request failed : HTTP error code : 500
[5/23/19 14:41:15:050 IST] 000010f0 com.ibm.identity.utils.IdentityLogger                        E Synchronization of member node failed.
java.lang.Exception: primary_unreachable
Check the following logs under server message log in Appliance in the primary and node
