How to solve "SSLHandshakeE E SSLC0008E: Unable to initialize SSL connection. Unauthorized access was denied or security settings have expired" when I tried to login to NCM?

Question

I was trying to log in to NCM, but it failed with "Unable to establish communication with server: xxx" error.

Upon checking the <JazzSM-Dir>/profile/logs/server1/SystemOut.log file, I found an error:

SSLHandshakeE E   SSLC0008E: Unable to initialize SSL connection.  Unauthorized access was denied or security settings have expired.  Exception is javax.net.ssl.SSLException: Unrecognized SSL message, plaintext connection?
How do I resolve this issue?
