This procedure restricts access to /rest/bpm/wle/v1/user/ for users that are not members of the bpmAdminGroup or authorized by the ACTION_REFRESH_USER policy and the ACTION_MANAGE_ANY_USERATTRIBUTE policy
This prevents non-authorized users to query others users information.
