How to resolve SQL1768N Unable to start HADR. Reason code = "7". on db2 connect to <database_name> on Primary when Standby is offline

Problem

Connect or activate database on Primary server gets SQL1768N Reason code = "7"

Symptom

Standby database is offline. Primary database is offline also. There is a need to start up via connect or activate database on the Primary. Connect or activate database commands error with SQL1768N Reason code = "7".
This is due to the fact that on database activation DB2 starts the HADR edus and these fail to connect to the Standby.

Note in the db2diag.log entries below, the function "sqledint, probe:230" fails with
FFFFF918 which is -1768 (use db2diag -rc FFFFF918 to check for this):

A)
$ db2 connect to hadrsamp
SQL1768N Unable to start HADR. Reason code = "7".

B)
$ db2 activate database hadrsamp
SQL1768N Unable to start HADR. Reason code = "7".
