How to resolve Db2 connection issue "ConnectException: Error opening socket to server" for Ports

Question

On logging into the IBM Intelligent Operations Center (IOC) Console, the field names & labels for buttons appear as null and even if one resets the password (in the eventuality those have expired) the values still remains null in the UI. How to resolve such a problem?
