Troubleshooting
Problem
Customer is receiving messages indicating that a data entry form is locked by another user, but the other user is not actually using the system currently. Is there a method to forcibly remove the lock for that form?
Symptom
Scenario #1:
User1 tries to open a data entry form (for example "Company - Data Entry - Reported Values". User1 receives an error message saying that the form is locked by another user (User2).
The data entry form opens in read-only mode (greyed out) so no data entry can be entered.
However, the system administrator is 100% sure that User2 is no longer using the system (not using that data entry form). For example, User2's session might have crashed during their data-entry session.

Form XXXX for company YYYY and period YYMMAC is locked by another user (USER2). The form will be opened in read-only mode.
