Summary
In previous versions, Rule Designer was embedded in Decision Server installer, and was provided with all the supported locale.
Since V8.11, Rule Designer is being installed into a standard Eclipse 2020-06 version.
By default, Eclipse you get from https://www.eclipse.org only has the English menus. After installing Rule Designer, even if in the Decision Server installer you select Japanese or another language, the Eclipse menus of Rule Designer remains in English. Only ODM-specific menus appear in your locale.
