Summary
With Maximo Application Suite, you can create new users and update existing users as a bulk using the import user functionality. However Maximo appliation suite does not provide a way to export users to CSV out of the box.

As a possible workaround, you can use the MAS API to export the user data and then use some json parser to format it like presented in the import csv example provided.
