Objective

Steps
This is actually a known issue acknowledged by Microsoft.
It is not a malfunction; it is rather an expected behavior.
Microsoft sates on the below article that The basic plan becomes read-only, is archived for 90 days, and can't be accessed.
Users in the premium plan have 90 days to downgrade back to their basic plan. After 90 days, the basic plan is removed.
Source:
https://learn.microsoft.com/en-us/planner/plan-conversion
Hence, After 90 days, the basic plan is permanently removed and cannot be restored
If you're still within the 90-day window, you may use the instructions on the below KB:
https://learn.microsoft.com/en-us/planner/plan-downgrade
Unfortunately, Once the 90-day period has passed:
- The basic plan is deleted, and there's no built-in way to revert.
- You cannot downgrade the premium plan back to basic using the UI or any Microsoft-supported method.
Workaround
If you're past the 90-day mark, you may try the below:
- Manually recreate the plan in basic Planner by copying tasks and structure.
- Use Power Automate or Excel export/import to migrate tasks if available.
