How do I create a variable using blank rows as delineators

I have Excel data that comes to me grouped by row. Each separate group is delineated by an empty row. Thus, rows 1-5 have values and belong to group 1. Row 6 is blank. Rows 7-25 have values, so group 2, and so on.

How do I create that grouping variable using the blank row to increment the value?
