How to configure servers to use Optimise2 (ERO) when using Oracle

Problem

Customer is using an Oracle database server, and would like to enable Enhanced Reporting Optimisation (ERO) on their Excel reports. This is to speed up (and reduce the memory footprint when running) large/complex Excel-based reports.
How can they do this?

Symptom

“Enhanced Reporting Optimisation” (also known as “ERO” and “Optimise2”) is fully explained inside separate IBM Technote #1347048.
  • However, that Technote mainly refers to Microsoft SQL

What are the steps necessary when using Oracle?
