How is the BCWS (PV) field is calculated

Problem

This technote describes how the BCWS (PV) field in IBM® Rational® Portfolio Manager is calculated, both using the normal Earned Value process and the new "Rollup EV" feature.

Cause

The Online Help states: "BCWS (PV) = Budgeted Cost of Work Scheduled (Planned Value): BCWS is the sum of the approved costs for tasks scheduled during a given period. (Accumulated weekly baseline work in hours * baseline hourly rate)".

Resolving The Problem

The value in the BCWS (PV) field is generated by running the Earned Value (EV) process on the project. Please keep in mind that the BCWS (PV) field can never be calculated for dates in the future.

This would not make sense, as the value of the BCWS (PV) field is used to compare against the value in the BCWP (EV) (Budgeted Cost of Work Performed (Earned Value)) and ACWP (AC) (Actual Cost of Work Performed) fields. Since these fields cannot contain data in the future (they are fields that require actual data (recorded hours)), and the EV process itself cannot be run for a date in the future, the BCWS (PV) field will not be populated for dates in the future. Depending on the EV Delay (weeks) setting in Application Administration, it will be run for x amount of weeks in the past.

The value that is displayed in the BCWS (PV) field is the value that is accurate for the particular week that the EV process was run for. This explains the statement "Accumulated weekly baseline work in hours" from the formula.

For example:
If a project is planned to last eight weeks, and the EV process is run after four weeks, the BCWS (PV) field will display the accumulated budgeted cost of the work that was scheduled for the first four weeks of that project (regardless of whether this work was actually performed or not). It will NOT display the value for the entire eight weeks, since only four weeks of planned work have passed when the EV process was run.

When the user makes use of the Rollup EV function, the value will be calculated from the start of the project, up to and including the present week. Work scheduled for future weeks will not be included in the calculation.
