GIS SFTP Server problems with Tectia SFTP client

Symptom

Using GIS 4.3 and build 4302.  SFTP Server on GIS and Tectia SFTP client causes an error for each connection.   When a file is sent a second file arrives with the exact same name but in zero bytes regardless of the original file size.

GIS SFTP Server Log reports no errors.  The Tectia SFTP Client log reports the following:
