Getting "Configuration system failed to initilialize" once connecting to TM1 server

Problem

CAFE error once testing the TM1 URL added options. The error is : ERR_TESTUNKOWN. Details: Configuration system failed to initialize If you go and select a package, the following error will show up: Conifguration system failed to initialize. Details: An error occured loading a configuration file: Access to the path 'C:\Windows\Microsoft.NET\Framework\v4.0.30319\Config\machine.config' is denied.

Symptom

ERR_TESTUNKOWN.

Cause

Access to the machine.config file in Microsoft.NET is denied

Resolving The Problem

Navigate to the machine.config file and add the users who are having this issue.

1- Navigate to C:\Windows\Microsoft.NET\Framework\v4.0.30319\Config
2- Right click on the machine.config and Click on Properties, Security tab
3- You will see all users and groups, click on Edit button and manually add the user(s) who is seeing the issue.
