Problem
FTP Client Adapter fails to login when no password is required
Symptom
When using the FTP Client Adapter with an FTP server that only requires a username, GIS throws an unsuccessful state transition error after the USER command. Authentication is being handled through SSL, so no password will be issued.
GIS appears to be expecting a 331: Username okay, password required, but receives a 230: User logged in.
According to the FTP RFC, 230 is a valid state transition from the USER command.
