Resolving The Problem

The SSL certificate needs to be installed into the "Trusted People" certificate store. The steps are as follows:

On the remote FEM station, start a browser and try to access the "https://<CPE_servername>:9443/wsi/FNCEWS40MTOM/" URL.
If you see the Certificate Error next to the URL, select it and select "View Certificates".
In the Certificate pop-up window, select "Install Certificate". The Certificate Import Wizard should start.
For the Certificate Store, select the "Place all certificates in the following store" then select "Browse".
Select the "Trusted People" certificate store.
Finish the installation.

Test to confirm that you can login to FEM.
