This technote explains why attempts to update (or rollback) IBM® Rational® Application Developer or Rational Software Architect results in the error 'Error during "install" phase: Failed to extract zip com.ibm.java.win32.jdk ..."
During the update or the install, the IBM Rational Agent Controller is started and is making use of the JDK, so IBM Installation Manager cannot delete it or make any change to it, so it fails to complete the operation.
After this happens the operation fails and the product becomes useless with an error that says this every time you try to start the product:
"A Java Runtime Environment (JRE) or Java Development Kit (JDK) must be available in order to run Eclipse. No Java virtual machine was found after searching the following locations: ..."
