'The Excel Link is not installed' when using Data Entry, caused by Excel disabling the XLL addin

Troubleshooting

Problem

User has been successfully using the Controller Excel link for a long time. Suddenly, one day the Controller Add-In stops working. I.T. administrator tries uninstalling/reinstalling the Controller Excel Add In - but this does not fix the problem.

Symptom

There are several symptoms:

  • User cannot find the Controller toolbar in Excel
  • The excel link to Controller does not start when the Excel icon is clicked in Controller.
  • "Controller Link" or "Controller.xll" appears in the list of disabled items right at the bottom section
  • Screen message/error 'The Excel-link is not installed' when using 'Data Entry - Reported Values'

Cause

There are several different possible causes for the error 'The Excel-link is not installed'.
TIP: For more examples, see separate IBM Technote #1396195.

This IBM Technote relates the the scenario where:

  • At some point in the past, Excel crashed
  • When Excel was restarted, the user was given the choice whether-or-not to disable the Controller add-in (since Excel thought that this might have been the cause of the previous crash) and the end user agreed
