Error when opening a ReqWeb project: Driver's SQLAllocHandle on SQL_HANDLE_ENV Failed

Problem

This technote identifies a resolution to the error, Driver's SQLAllocHandle on SQL_HANDLE_ENV Failed - Unable to connect to datasource, which might occur when IBM® Rational® RequisitePro® RequisiteWeb attempts to open an Oracle based project.

Symptom

The full error message is:

ODBC Error: [Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on SQL_HANDLE_ENV Failed - Unable to connect to datasource

Cause

This error has been known to occur when the user that performed the installation of Oracle 9i or 10G did not have the correct permissions to complete the installation successfully.

Resolving The Problem

To resolve this issue perform the following procedure:

  1. Navigate to Oracleora92 or Oracle10g Home directory
  2. Right click the Home directory and select Properties
  3. Select the Security tab
  4. Ensure the ReqPro User is listed and has the following permissions:
    • Read and Execute
    • Read
  5. Select Advanced and check the: Replace permission entries on all child objects with entries shown here that apply to child objects, option
  6. Click OK in the Advanced Security Settings dialog box
  7. Click OK in the Properties dialog box
  8. Restarted RequisiteWeb server
