Error when installing Oracle 11g Patch 6800649

Page 18 of The Guidlines for Installing and Upgrading Oracle 11g Software for Image Services 4.1.2 manual indicates that Oracle patch 6800649 should be installed after the upgrade of Oracle to version 11g for AIX servers.
