Error when creating custom Datacap Desktop scan panel in IBM Datacap 9.1.7

Problem

An error might occur while developing a custom Datacap Desktop scan panel for  IBM Datacap 9.1.7 with the help of  Microsoft Visual Studio 2019.   Also, if you try to add TWAIN/ISIS scan panel from TMWEB and then try to load it in Datacap Desktop, the following error can be prompted on the screen.
Error - "Panel 'DotScanPanels.TWAINScan' couldn't be loaded. Exception has been thrown by the target of an invocation"
