Error "unable to open/create lockfile" when running the default sync_export_list job...

Troubleshooting


Problem

When running a scheduled job to sent IBM ClearCase MultiSite packets to remote replicas, the following message is repetitively observed in the logs:
ERROR: unable to open/create lockfile 'C:\Windows\TEMP\ms_send_01234567890123456789012345678912.mslock'; lock not granted.
Unable to get lock for replica: REMOTE1 VOB: \myvob.
    Export will not be attempted for this replica. Continuing...
 
This problem persists, blocking scheduled exports on one or more VOBs.
