Error: "Unable to launch the application" and "Server returned HTTP response code: 501 for URL" when opening screen capture tool

Troubleshooting


Problem

When opening screen capture tool  in IBM Rational Team Concert (RTC) web client, the error "Unable to launch the application" is shown:

Symptom

When using RTC web client and trying to invoke the screen capture tool, it works the first time, but on subsequent access the error above is displayed.

If you click details, you will find out that the error is the HTTP 501 code:
"Server returned HTTP response code: 501 for URL: https://<sever:port>/ccm/service/com.ibm.team.workitem.service.internal.rest.IScreenCaptureDownloadServer/capture.jar"
