Problem
This technote explains how to resolve errors when installing a patch for IBM® Rational® ClearQuest® 7.0. Installing a patch and getting a Microsoft® Windows® Installer error message: "This patch package could not be opened. Verify that the package exists and that you can access it ... " or "Contact the application vendor to verify that this is a valid Windows install patch package". This is MSInstaller error 1636.
