Problem
This technote explains how to resolve an error, "no listening sockets available, shutting down", that can occur when restarting the IBM Rational Web Platform or installing CM Server on Microsoft Windows.
Symptom
Attempts to restart the services for RWP using the utility rwp_restart from the Windows command prompt results in the following error:
(32548) Only one usage of each socket address (protocol/network address/port) is normally permitted. : make_sock: could not bind to address 0.0.0.0:PORT
no listening sockets available, shutting down.
This error can also appear in IBM Installation Manager when installing CM Server for ClearCase or ClearQuest 7.1.
